When talking about the homomorphic encryption bit — it would have been nice to mention https://github.com/stonecoldpat/anonymousvoting since it is the first attempt at using any cryptography as a smart contract. It goes a bit further than your description though — it removes the need for a tallying authority as counting votes is a public operation (i.e. anyone can do it). x
